States With No Mandatory Boater Education (As of 2025)
Six states still have no mandatory boater education requirements for any operator: Alaska, Hawaii, Idaho, South Dakota, Utah, and Wyoming. In these states, there is no minimum age requirement tied to education — though some do have age restrictions on PWC operation regardless of certification.
Even in these states, the U.S. Coast Guard's federal equipment and safety regulations apply (life jackets, lights, sound devices, fire extinguishers). Operating unsafely can still result in federal citations.
The "Supervision" Rule Explained
When a state allows a minor to operate a vessel "under adult supervision," this almost always means the supervising adult must be physically on board the vessel, not watching from shore or another boat. The supervising adult typically must also:
- Meet the adult minimum age (usually 18+, sometimes 16+)
- Hold a valid boater education card (in states that require one)
- Be in a position to take immediate control of the vessel if needed
