What Changed in 2025

Three major states changed their boater education requirements in 2025, expanding coverage to more operators than ever before.

New York — All Operators Required (January 1, 2025)

New York completed its phase-in on January 1, 2025, expanding the certificate requirement to all operators regardless of age. Previously only operators born on or after January 1, 1996 were required to have a certificate. Now, a 70-year-old lifelong boater needs a certificate just like a 20-year-old. California's seven-year phase-in concluded in 2025, bringing all remaining operators under the California Boater Card requirement.
