Oregon requires operators born on or after January 1, 1984 to carry a Boater Education Card. PWC minimum age is 16.

Even if your state does not require a boater education card, U.S. Coast Guard federal regulations apply to all vessels on navigable waterways. Life jackets, fire extinguishers, sound-producing devices, and navigation lights are required regardless of state education requirements.
