Requirements Overview

Minnesota expanded requirements took effect July 1, 2025. Operators born on or after January 1, 1990 must hold a certificate. PWC minimum age is 15.

You must carry your physical card on board whenever you are the operator of a motorized vessel on Minnesota waterways. A photocopy is generally not accepted. If you completed a course recently and are waiting for your physical card, carry your printed temporary certificate — it is accepted during the processing period.

How to Get a Minnesota Boater Education Card

Complete any NASBLA-approved boater safety course. Online courses are the most convenient option and issue a printable temporary certificate the same day you pass the exam.

Out-of-State Cards in Minnesota

Minnesota accepts NASBLA-approved boater education cards from other U.S. states for out-of-state visitors. If your home state issued a NASBLA-approved card, it satisfies Minnesota's requirement for visitors. Minnesota residents who completed a course in another state should verify their card's acceptance with Minnesota DNR Enforcement Division.
