Requirements Overview

California's full phase-in is complete as of 2025. All operators of motorized vessels need a California Boater Card. This is California-specific — cards from other states do not substitute for CA residents.

You must carry your physical card on board whenever you are the operator of a motorized vessel on California waterways. A photocopy is generally not accepted. If you completed a course recently and are waiting for your physical card, carry your printed temporary certificate — it is accepted during the processing period.

How to Get a California Boater Education Card

Complete any NASBLA-approved boater safety course. Online courses are the most convenient option and issue a printable temporary certificate the same day you pass the exam.

Out-of-State Cards in California

California accepts NASBLA-approved boater education cards from other U.S. states for out-of-state visitors. If your home state issued a NASBLA-approved card, it satisfies California's requirement for visitors. California residents who completed a course in another state should verify their card's acceptance with California Division of Boating and Waterways (DBW).
